« Adult Learning Integrated Learning Environment Evaluation The Navy is developing the Integrated Learning Environment (ILE) to support development and delivery of electronic course materials and management of student and curriculum records. In addition to training management and delivery, the ILE provides facilities intended to enable development of communities of practice and interactions leading to the development of social capital, e.g., cooperation and networking among ILE users. To prepare for an evaluation of the impact of the ILE on social capital, the Navy Education and Training Command (NETC) funded CRESST to develop a social capital survey. Following a literature review, CRESST researchers identified major concepts and existing instruments, then created a framework including six dimensions: trust, teamwork, collective efficacy, collective effort, networks, and transparency. We constructed a social capital survey using items from existing instruments, implemented the survey in an online format, and piloted the survey with a small number of respondents. We also developed and piloted a set of items targeting specific ILE functionality, focusing on measurement of buy-in and stakeholders’ perceptions of ILE success and failure, and concluded the project with a proposal for implementation including mockups of reports and a design for more tests to validate the scales.
